Add autogen.sh

This is copied from Pidgin, with minor changes:
  - Changed PACKAGE, obviously.
  - Removed the intltool support calls.
  - Dropped support for the the m4macros directory.  I don't know what
    this is for and git doesn't preserve empty directories.
